🗳 Rome City Residents: Let’s Make Our Voices Heard

Change is coming — but only if we show up and ask for it.

Council Member Nick Heffner is resigning. This creates a vacancy on the Town Council — a body with significant power, including the authority to appoint the Town Manager, who has served in that role for over 33 years.

You might expect this position to be filled by a public election — but that’s not how Rome City currently operates.

🏛 Rome City is a Caucus Town

This means local candidates are not nominated through public primaries, and vacancies on the Town Council are not filled through public votes. Instead, per Indiana law and local structure, vacancies are filled by a caucus of Precinct Committee Members — in this case, just three people will decide who takes the open seat.

Shelly Williams, Chair of the Noble County Republican Party, has been transparent and helpful in answering community questions and sharing that the Republican Party has a candidate in mind — but that does not mean the public is without a role.

✊ What Can We Do?

We may not vote in this caucus, but we can still act:

✅ Nominate alternative candidates

✅ Contact the three voting Precinct Committee Members

✅ Organize publicly to show that residents are paying attention

Shelly also confirmed she is advocating for Rome City to transition from a caucus/convention town to a primary town, where you would vote for your local leaders. That process starts with pressure from the public and support from the Town Council.
